While the cakes are cooling, whip the heavy cream and powdered sugar together to form stiff peaks. Add the food coloring to the frosting, adjusting the color to enhance the glow effect.
Once the cakes are completely cooled, frost with the glowing whipped cream and optional edible glow-in-the-dark powder.
Chill the cake in the refrigerator for at least 30 minutes to enhance the glowing effect before serving.
